For many Filipinos, finishing a college degree is a dream delayed by work, financial responsibilities, or family obligations. But at Cebu Institute of Technology – University (CIT University), working professionals now have another chance to finally earn the diploma they deserve through the Expanded Tertiary Education Equivalency and Accreditation Program or ETEEAP.

CIT University, one of the earliest deputized institutions for ETEEAP in the Philippines, continues to champion lifelong learning and adult education by recognizing that learning also happens outside the classroom.

The university has been operational in ETEEAP since June 1999 and remains one of the trusted institutions helping experienced professionals convert their years of meaningful work experience into a recognized bachelor’s degree.

“We honor your learnings in life.” — this remains one of the strongest messages behind the university’s ETEEAP program.

What is ETEEAP?

ETEEAP stands for Expanded Tertiary Education Equivalency and Accreditation Program. It is an educational equivalency program established through Executive Order No. 330, Series of 1996 during the administration of former President Fidel V. Ramos.

The program allows qualified Higher Education Institutions like CIT University to award bachelor’s degrees to individuals who have gained substantial knowledge, competencies, and expertise through years of work experience and prior learning.

Instead of requiring adult learners to return to traditional four-year college education from the beginning, ETEEAP evaluates the applicant’s actual workplace experience, training, and existing academic background.

In simple terms, ETEEAP recognizes that education can happen through:

  • Workplace experience
  • Skills training
  • Workshops and seminars
  • Volunteer work
  • Self-directed learning
  • Family and life responsibilities

This approach makes higher education more accessible for working adults who already possess industry knowledge and practical expertise.

CIT University Continues to Support Adult Learners

CIT University emphasized that ETEEAP is designed for professionals who already have relevant and meaningful work experience related to the degree they want to earn.

The university continues to provide flexible learning opportunities for:

  • Working professionals
  • Supervisors and managers
  • OFWs
  • Entrepreneurs
  • Technicians and skilled workers
  • Career shifters
  • Adult learners returning to school

One of the biggest advantages of the program is flexibility. According to CIT University, classes are conducted online to accommodate candidates residing outside Cebu and those currently employed full-time.

Unlike traditional college enrollment schedules, CIT University’s ETEEAP enrollment is also year-round and ongoing, allowing applicants to enroll anytime without waiting for a semestral cycle.

Who Can Apply for ETEEAP at CIT University?

CIT University accepts applicants under the ETEEAP framework provided they meet the following qualifications:

  • Filipino citizen
  • At least 23 years old
  • With five years or more of relevant and meaningful work experience related to the degree applied for
  • Has earned at least two years of college credits for board and computer programs, including Industrial Engineering
  • High school completion (including ALS) for non-board programs

The university stressed that work experience may either be continuous or accumulated, as long as it is relevant to the degree program being applied for.

Understanding Prior Learning and Work Experience

One of the core ideas behind ETEEAP is recognizing both non-formal and informal learning.

Non-Formal Learning

This includes intentional learning gained through:

  • Workplace training
  • Workshops
  • Seminars
  • Non-credit courses
  • Industry certifications

Although these may not provide formal academic credits, they still contribute to professional competency.

Informal Learning

This refers to learning acquired through:

  • Actual work experience
  • Volunteer activities
  • Self-study
  • Family responsibilities
  • Real-life situations

CIT University recognizes that these experiences can develop valuable skills equivalent to classroom learning.

Requirements for Initial Assessment

Applicants who qualify under the ETEEAP framework may submit their credentials for initial validation and assessment.

The university requires the following documents:

  • Transcript of Records and Transfer Credential from the last school attended
  • PSA-authenticated Birth Certificate
  • Certificates of Employment with detailed job descriptions certified by the company HR department
  • SSS employer contribution records with at least 60 months of premium payments or notarized employment contract
  • Valid ID and applicant photo

For Engineering, Architecture, and IT applicants, the detailed job description must clearly reflect the required years of industry-related experience.

CIT University also advises applicants to merge their files into one PDF per category for easier processing.

Importantly, applicants are reminded not to send original documents unless instructed by the university.

Tuition Fees Depend on Experience and Previous Credits

One unique feature of the ETEEAP assessment process at CIT University is that fees vary per candidate.

The university explained that tuition assessment depends on:

  • Prior college credits earned
  • Length and quality of work experience
  • Degree program applied for

This means applicants with more relevant work experience and existing college credits may pay lower fees.

Estimated tuition fee ranges include:

  • PHP 55,000 to PHP 120,000 for Engineering, Architecture, and IT programs
  • PHP 40,000 to PHP 90,000 for Business, Office Administration, Public Administration, and Education programs

Installment payment options are also available.

Why ETEEAP Matters for Filipino Professionals

For many Filipinos, years of hard work already represent deep knowledge and expertise. However, the lack of a college diploma can still become a barrier for promotions, salary increases, leadership roles, and international opportunities.

ETEEAP helps bridge that gap.

Instead of disregarding professional experience, the program validates and recognizes it as legitimate learning.

This educational pathway also supports lifelong learning by proving that education does not stop after high school or traditional college years.

At a time when many professionals juggle careers, family responsibilities, and financial obligations, flexible learning systems like ETEEAP provide a practical and inclusive route toward higher education.

By recognizing workplace experience, prior learning, and professional expertise, the university reminds adult learners that education can happen beyond traditional classrooms.

For professionals who have spent years building careers, supporting families, and gaining real-world knowledge, ETEEAP may finally be the pathway toward earning the degree they have always wanted.
