CHED Launches Online ETEEAP Enlistment System to Help OFWs Convert Work Experience Into College Degrees
For thousands of Overseas Filipino Workers (OFWs), years spent working abroad represent more than employment — they represent valuable skills, knowledge, and professional growth gained through real-world experience.
Recognizing the importance of these experiences, the Commission on Higher Education (CHED) has launched a new online enlistment system designed to help returning and displaced OFWs pursue college degrees through the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP).
The new platform provides a faster and more accessible way for qualified applicants to register and undergo initial assessment, helping them discover whether their professional background may qualify for academic recognition.
CHED Introduces Online Platform to Make ETEEAP More Accessible
The online enlistment system was officially introduced during the “ETEEAP sa Bagong Pilipinas Forum” held on April 7 at De La Salle-College of Saint Benilde in Manila.
Through this initiative, CHED aims to simplify the first steps of the ETEEAP journey by allowing applicants to begin the registration and pre-assessment process more conveniently.
For many working Filipinos, especially OFWs, returning to school through the traditional education system can be challenging because of time, financial responsibilities, and career commitments. ETEEAP provides an alternative pathway where years of professional experience can be evaluated and recognized toward earning a formal degree.
Supporting OFWs Through Recognition of Skills and Experience
The launch of the online system follows the directive of President Ferdinand Marcos Jr. to provide comprehensive support for OFWs, particularly those affected by displacement and instability in the Middle East.
ETEEAP serves as one of the government’s programs to help experienced workers rebuild their careers by transforming workplace knowledge into recognized academic credentials.
Instead of starting from the beginning, qualified applicants may receive academic equivalency based on their demonstrated competencies, training, employment history, and professional achievements.
This approach highlights an important principle of ETEEAP: learning does not only happen inside classrooms — valuable knowledge is also gained through years of actual work experience.
How ETEEAP Helps Professionals Earn Formal Degrees
Under ETEEAP, professionals with significant work experience can undergo assessment by authorized higher education institutions. Their skills, accomplishments, and competencies are evaluated against academic requirements for specific degree programs.
The program allows qualified individuals to pursue formal credentials while recognizing the learning they have gained throughout their careers.
According to CHED Chairperson Dr. Shirley C. Agrupis, the program aims to improve employment readiness, encourage career mobility, and support OFWs as they return and contribute to the Philippine workforce.
“The objective is to improve employment readiness, enable career mobility, and support the reintegration of OFWs into the local workforce through accessible and credible pathways to formal credentials,” Dr. Agrupis said.
For many learners, completing ETEEAP can open opportunities for career advancement, promotions, professional recognition, and continued education.
Priority Given to Displaced and Returning OFWs
The program prioritizes displaced or repatriated OFWs who have accumulated at least five years of professional experience.
To ensure that more Filipinos can access the program nationwide, CHED plans to establish enlistment kiosks in state universities and private colleges. These centers will provide applicants with assistance, guidance, and registration support.
This expansion allows aspiring ETEEAP learners to receive proper information and direction before choosing a participating higher education institution.
ETEEAP Continues to Create Opportunities for Filipino Workers
The ETEEAP was institutionalized through a law signed by President Ferdinand Marcos Jr. in 2025, strengthening its role as a national pathway for recognizing prior learning and professional achievements.
According to CHED data, 1,409 OFWs are currently enrolled in the program while abroad, while 333 have already graduated as of February 2026.
Many graduates have reported achieving positive career outcomes, including promotions and improved employment opportunities after completing their degrees.
These success stories demonstrate how ETEEAP can help experienced workers transform their years of dedication into valuable academic qualifications.
Growing Interest in ETEEAP Among Filipino Professionals
The demand for ETEEAP continues to grow as more Filipinos learn about opportunities available through recognition of prior learning.
A January 2026 survey showed that more than 5,000 OFWs expressed interest in joining the program.
The strongest demand came from fields such as:
- Hospitality
- Health Sciences
- Teacher Education
Currently, 112 higher education institutions nationwide are authorized by CHED to offer ETEEAP programs.
With more schools participating, learners have greater opportunities to find degree programs aligned with their professional backgrounds and career goals.
